How Does It Work?

The Carbon Border Adjustment Mechanism (CBAM) prevents carbon leakage — the risk that climate policy pushes production to countries with weaker standards. It mirrors the EU ETS carbon price for imports.

Importers must purchase CBAM certificates corresponding to the embedded greenhouse gas emissions of their products. The price tracks the weekly average price of EU ETS allowances.

For each tonne of CO₂ equivalent embedded in imported goods, one certificate must be surrendered — ensuring a level playing field between EU and third-country producers.
